Processing of notifications of move migrates to new system – the telephone service for moving advice is closed on 23 May and 6 June

The Digital and Population Data Services Agency is migrating to a new system for processing notifications of move in 2025. The aim of this change is to provide faster registration of addresses and municipalities of residence in the population information system. During the migration, notifications of move are processed more intensively to ensure the smooth roll-out of the new system. For this reason, the telephone service for moving advice is closed on two Fridays, 23 May and 6 June.

The changes will be implemented in stages during 2025. The first roll-out took place in January, and the new system will be fully operational towards in late 2025. 

“These are interesting times, as the changes that processors have long awaited are beginning to happen. They will allow us to focus on expert work in the processing of moves as the system will manage many of the current manual work phases. In the new system, notifications of move are processed from one national task queue, which makes it more efficient to process moves and promotes equal treatment of customers. We have been expecting this change,” says Anneli Kupari, Chief Specialist at the Digital and Population Data Services Agency.

Autumn is the busiest season for moving house. It is a time when the number of notifications of move doubles. While development work has already helped to streamline the registration of addresses and municipalities of residence, some of the benefits will only be realised later.

“We ask patience of anyone moving in autumn, as processing times may be longer than average,” Kupari points out. Once the new address has been registered, it will be displayed in the person's personal information in the Suomi.fi Web Service.

More than 720,000 notifications of move are submitted every year

More than 720,000 notifications of move are received at the Digital and Population Data Services Agency every year, and they are handled by approximately 60 experts. In addition to registering addresses, we make decisions on the person’s municipality of residence as we process notifications of move. The municipality of residence affects benefits, taxation and the voting district, which makes it is an important part of the processing of moves.

Due to uncertainties, half of the notifications of move must be processed manually

Currently, more than 30% of notifications of move can be registered automatically without expert processing – in cases where someone moves within the same municipality and there is no uncertainty in the notification of move. 

Approximately 20% of moves between different municipalities can be approved by an expert without further consideration. This also requires that there are no uncertainties in the notification.  

However, approximately 50% of notifications of move require manual processing because of unclarity in the notifications of move. In other words, about 360,000 notifications of move, each year, require clarification and additional information is requested for some 180,000.

Saving up to 25 minutes per notification

Changes to the system for processing notifications of move have begun with manually processed notifications of move, the automation of which will provide the most significant benefits. The system introduces flexibility and speed to process notifications of move and determine municipalities of residence. These changes save up to 25 minutes for each manually processed notification of move.

Processing moves previously required 16 different applications. These have been consolidated into one, new system that lets us keep processing notifications without switching between applications. The changes will ultimately benefit movers, whose move will be registered more quickly.

Tips for submitting a notification of move  

  1. You can submit your notification of move one month before the date of your move at the earliest (or one week after the move at the latest) with the Digital and Population Data Services Agency and Posti’s joint serviceLink to an external websiteyja-external-link-opens-in-a-new-tab. Please note that you will need either a Finnish online banking ID or a mobile certificate to verify your identity. 
     
  2. Submit a permanent notification of move if you are, for example, permanently moving out from your childhood home to another municipality, and you do not intend to move back to your childhood home within a year.   3. Enter the address information and fill in the form carefully.  
     
  4. Only submit one notification of move. If your upcoming address changes after you have submitted a notification but before the move date, submit a notification of move for the new address. In the additional information field, you can explain that the previous notification of move is unnecessary and can be rejected.
     
  5. Thank you for your patience for registering your new address. Current processing times are available on the processing times page.
     
  6. Once we have processed your notification of move, your new address will be updated in the Population Information System. You can check your information in the Suomi.fi-serviceLink to an external websiteyja-external-link-opens-in-a-new-tab. If you have blocked notifications of move at any point, you can disable the block in the same service before filling in a notification of move.  
  • The Digital and Population Data Services Agency can register your new address in the Population Information System on the date of the move at the earliest. This is because the Population Information System must always contain up-to-date information on residents living in a set of rooms, which is why the information cannot be entered in advance.
